What is Swachh Bharat Mission (SBM)? Swachh Bharat Mission laid a roadmap for improving the level of sanitationand cleanliness in the country with a vision to create a Clean India by 2019, the 150th birth year of Mahatma Gandhi. Swachh Bharat Mission is aimed at ensuring door-to-door garbage collection and proper disposal of municipal solid waste in all urban areas by 2019. The mission seeks the active participation of various stakeholders including the private sector and the citizens for Swachh Bharat to become a mass movement.
What are the Objectives of the mission? 1. Elimination of open defecation

2. Eradication of manual scavenging

3. Modern and Scientific Municipal Solid Waste Management

4. To effect behavioral change regarding healthy sanitationpractices

5. Generate awareness about sanitation and its linkagewith public health

6. Capacity Augmentation for Urban Local Bodies (ULB).

7. To create an enabling environment for private sectorparticipation in Capex (capital expenditure) and Opex(operation and maintenance)

Why there should be focus on sanitation? The discharge of untreated wastewater and excreta into the environment affects human health by several routes:

1. By polluting drinking water;

2. Entry into the food chain, for example via fruits, vegetables or fish and shellfish;

3. Bathing, recreational and other contact with contaminated waters; and

4. By providing breeding sites for flies and insects that spread diseases;

What is Swachh Survekshan? Ministry of Urban Development under the Swachh Bharat Abhiyan has conducted the Swachh Sarvekshan-2016 to assess the progress made by various cities under the Swachh Bharat Abhiyan on different parameters.

The Ministry commissioned an extensive survey across 73 cities, as a prelude to encourage cities to improve the level of cleanliness, sanitation and hygiene, including 53 cities with population of more than 1 million and state capitals.

The survey was conducted by Quality Council of India and has been aptly named as ‘Swachh Survekshan’.

Sanitation and hygiene in the selected cities were measured on the basis of:

1. How cities proposed to stop open defecation and integrate solid waste management systems

2. Communication strategies on information, education and behaviour change

3. Systems adopted for sweeping, door-to-door collection and transportation of waste

4. Efficiency in processing and disposal of waste

5. Deployment of public and community toilets

6. Progress in construction of individual household toilets.

What are the outcomes of the survey? The assessment reveals that the cities are at very different levels in terms of progress made under Swachh Bharat Mission. Some municipalities like Mysuru, Chandigarh and Tiruchirappalli are leaders in the area of sanitation, healthand hygiene.

Conclusion The survey offers a comprehensive assessment of the level of cleanliness, and the respective Municipal Corporation’slevel of preparedness in urban India and would help thegovernment to mentor and guide cities on the basis ofneeds and gaps.

It will help the ULB in assessing their performance vis-a-vis other ULBs and identify areas of improvement. The findings will also enable the ULBs to learn about best practices being implemented in other cities andto adopt them, tailored to their own requirements.
